The law was changed when "cowboy clampers" were outlawed. It was only common sense really; why should you be able to park in (say) Tesco's carpark when you feel like and for as long as you feel like it. There have been several court cases in England and the principle that you do indeed owe the money has been established. Whether or not a parking company will pursue...
