Riffling Through Communal Bins

4 Communal bins shared by flats and houses are put out every week to be collected by the bin men. A neighbour tells me that a local guy goes round riffling through the bins, i assume looking for things to possibly sell. I worry about people's personal documents being found though i hope a shredder is often used but maybe not always. Is it illegal what he is doing?
