Questions posted at 2.30am (UK time) tend to come from people outside of the UK (where this website is based). So it's possible that the laws where you are might differ from those here.

In the UK though pedestrians have priority when they've already started to cross the road at either zebra crossings or at junctions which motorised vehicles are turning into. (e.g. here: https://assets.publishing.service.gov.uk/media/559b750840f0b61564000018/the-highway-code-rule-170.jpg ). In most other circumstances (such as when waiting at a zebra crossing or when crossing the road other than at a junction) pedestrians don't have priority.

The issue these days, though, is they know you won't deliberately run them over so some (youths mainly but others too) act as if they can do what they want rather than be courteous.

Good answer from Buenchico. It is a misconception that the Highway Code says anything about the right of way. It only says give way.

Where?

Not on a motorway for example !
no it seems a clear no to that

and also you cant just step out into traffic and expect them to stop

I suppose it depends on the circumstances
I was staggering across the road at a red light with my assist dog
and a car jumped the red lights and the police who were also there were completely uninterested.....
(dog and I turned to each other and we both said- christ close one there !)
