My mother’s neighbour has grown ivy up one of mom’s fence panels and now the ivy is breaking the panel apart. Is she entitle to ask the neighbour to replace the panel and get rid of the ivy?

I'm not sure, but as it's your mother's fence I would think so.
kill the ivy with a systemic wedkiller... she can ask about replacing the panel..but not sure what legal standing she has..I'd mention she does not want plants growing on her fence in future
Doesn't a neighbour have to ask permission to grow anything on the owner's fence?
one would consider that polite and proper....however.....

Very difficult to kill the ivy, she can only attack the bits that are poking through. Having read all the methods of killing ivy, she would need to be on the other side of the fence.(Besides which I think this may be illegal). Arrods, that was another question I was hoping someone would know the answer to. The neighbour has her house up for sale, I am hoping that whoever buys it hates ivy.
no ..you can kill it systemic weedkiller is painted on leaves pokig through and it travels to roots...
and if the fence is to be repaired it will have to go anyway..
