Verbal Agreement And Written

My neighbour cut my butterfly bush on my side of my garden and my housing association did nothing. They made me sign an agreement to keep my bush at 6foot during winter. Last year we were advised to cut the hedge at front of our property and the boundary hedge between myself and my neighbour. We did so and asked that our neighbour cut their side of hedge also. They verbally agreed with the housing association to do this but have failed. Can they force me to not keep cutting my bush but not force my neighbour to cut the hedge. Even though they agreed in writing to keep their side of hedge maintained. They state that the hedge is not cleared as a neighbour dispute. I don't understand how they can force one to do one thing but not the other party. Any help would be appreciated as this is making my medical condition worse with all the stress etc.

yes both of you should keep to the rules
there isnt a law that says - if you enforce one then you enforce them all
(which if you think about it is sensible - [if you enforce payment of a debt of £3m then you must enforce one for one penny - clearly doesnt make sense]
and yes I had a hedge that was 6' on my side ( coz I trimmed it) and 8' on the other side witha step down in the middle following the border - and he finally trimmed it ( sort of when it went over ten foot and a year later ) - we got on quite well
