What is the minimum I.D. required to travel from Liverpool to Belfast for somebody without a passport or driving license, to satisfy the security, by boat or plane?

What airline? Most insist on passports now.

This person does not have a passport.
Not booked yet. May go by boat.
So passport needed to travel from Britain to Britain?

You shouldn't need photo id if travelling by ferry.
You could phone Stena Line, 0844 770 7070, to check. They provide a service Liverpool/Belfast
My friend's mum uses her Fife Council Concession Pass (also known as a bus pass) to fly from Edinburgh to Southampton.
I've never shown ID when going by boat.
When my SO travels from IOM to Liverpool, he never needs ID even though the airlines specifically tell you to bring photo ID with you.
