I parked in a loading bay and dashed into a shop to fetch something and returned to my car a couple of minutes later to find a PCN on my windscreen. I don't know that this was technically 'loading' or not.

Does a traffic warden have to observe my vehicle for a minimum period before giving me a ticket? The PCN states that the observation time by the civil enforcement officer was for one minute.(I think that the answer will be 'no')
I don't think that I have grounds for an appeal, but has anyone had any success appealing, for similar circumstances?

You can appeal if you can show you were loading goods that were too heavy or awkward to carry to a parking place.

Thank you dannyk13. By the time I have read and interpreted the signs in the parking bay, the warden will have slapped another ticket on!
It's not straightforward and puts me off going into the town again.
I can see that there are times when the wardens are useful
I have had a successful appeal for parking in a loading. I think my reason for doing so was better than your though.

You were shopping not loading!
Loading is for the delivery guys, just pay up.
If you've already paid for a bulky item in a shop, you're then entitled to fetch your car and stop outside the shop to load the item into it (assuming, of course, that loading is permitted there at the relevant time).

If you simply nip into a shop to buy something it doesn't constitute 'loading'.
