At present (in England and until 4th July) non-essential air travel is strongly advised against and in any case you cannot stay away from home overnight. However, that is all changing. If she is allowed to go but chooses not to she is unlikely to get a refund from the tour operator and is unlikely to be able to claim on her insurance.
If the holiday company cancels she will be entitled to a refund. If they don’t and she decides not to travel she should be able to claim via insurance if 1) the FCO still advises against travel on the date she was due to travel and 2) she has additional travel disruption cover on her policy (many policies don’t)
