My daughter and family have a holiday booked and paid for in full starting on 7th August to Tenerife. It was booked and paid for last year. What is the situation re travel abroad? She is fully insured and would like to cancel and get a refund.

People are travelling to Spain from the UK on holiday already so it is highly unlikely she is entitled to a refund at the moment. A lot can happen between now and August though.
She needs to read her insurance policy and see what it says about cancellation and refunds.
It depends on the government's advice and travel regulations prevailing at the time. At present (in England and until 4th July) non-essential air travel is strongly advised against and in any case you cannot stay away from home overnight. However, that is all changing. If she is allowed to go but chooses not to she is unlikely to get a refund from the tour operator and is unlikely to be able to claim on her insurance.
If the holiday company cancels she will be entitled to a refund. If they don’t and she decides not to travel she should be able to claim via insurance if 1) the FCO still advises against travel on the date she was due to travel and 2) she has additional travel disruption cover on her policy (many policies don’t)
If after reading the holiday policies and travel insurance she'll have to wait to see if the holiday is cancelled or what the fco advice is at the time of travel. She may find the holiday co or travel agent or airline depending on who she booked with will cancel and give a refund
