There is no relationship. Democratic culture means (typically) 53% of the people get rich by taking the other 47% to the cleaners.

Good governance considers everybody's welfare.

Unfortunately Mankind has yet to discover a sure means of ensuring the latter, and falls back on democracy as the lesser of many evils.
