Private Parking Fine

My mum parked in a private car park to use a soft play company with grandkids. She hot a letter in the post stating she was 20mins over the 2hrs of free parking and has 14 days to park 60 pounds or it will go up to 100 pounds. Can this fine be inforced? Apparently there is a sign but she never seen it.
