No, not if it really is a licence. The answer to whether it is a licence or lease does not depend on the title that the parties give to the agreement. An arrangement whereby someone is let into exclusive occupation of a property in return for payment of rent is nearly always a lease.
except student accommodation - at least mine was a licence....
