Do you agree with giving persistent shoplifters a charter to plunder shops without fear of anything more than a soppy community service order, even if they have ignored them in the past? I think the lunatics have started to run the asylum.

We have until 24th November to tell them what we think - the address for sending comments is on the website. I shall be doing so!
