If I am making offers on a property and I think that the agents are making false offers to drive up the price, what can I do?

Just pull out and watch as the price drops again! Then they'll come crawling back saying that the other "buyer" pulled out.
Just walk away. If it's genuine then fair enough if not they will come crawling back as Loosehead says.

Personally I'd say, "OK fine, if there is another buyer let them have it, but my next offer will be �5k less than this one".

If you are genuinely concerned I'd contact the seller directly, not to do anything underhand but simply say you have made offer X and are concerned the Estate Agent is messing you around.
Estate agents have actually been arrested for this type of fraud in the past. If you really think they are doing this then report them.
