motor insurance claim

i have posted this on motoring too just in case.
my friend had a bump in her car about 6 months ago and damaged the door and front wing. she decided not to claim because of her no claims. so she got a few quotes and started to save up to have it done. she is still unable to afford it so has decided to put in a claim after all.
unfortunately, when she renewed her insurance 5 months ago, the company changed, so she told this company the damage was done about 6 weeks ago . they took the car to a nominated garage and have now contacted her to say that there is rust on the front wing so either 1) that damage was done in another accident, or 2) it was not done recently
she assured them that all the damage was done in the same bump (which it was) and she has a witness.
now she doesnt know what to do.
i dont know what action to advise her to take. she is scared that they may involve the police.
could she just offer to pay the damage herself, or withdraw the claim. i really dont know how she should play it. please help.
