i got banned in june 1995 with a 18 month licence how long does it stay on my licence for i was told 10 years lus the ban

Er, . . .I thought I'd just answered that ;-)
The 11 year period runs from the date of conviction. The length of the ban is totally irrelevant. So, if your conviction was prior to the end of October in 1995, you can now apply for a new licence. This will be completely 'clean' as long as there aren't any other points on your existing licence. (If you've got any points on your licence for, say, speeding, these will also be removed when the new licence is issued as long as they are more than 4 years old).
