halloween costumes

what are the rules regarding 16 years olds and halloween? i heard something like if you wear a mask you can be arrested or get an asbo and there are plain clothes policemen around. anyone know?

they will get done if they throw eggs of flour.really its only 4 the little kids 2do .the older kids just want 2 wear mask 2 do bad stuff and get away with it
