My elderly mother lives in a council flat and would want to migrate abroad. Can she sell her council's right to buy to me to enable me purchase her flat?

No. The Right to Buy enables the established tenant to buy only.
It depends. Do you live there too? If so, she can share RTB with you. If not, she can buy funded by you lending her the cash- mortgage deed and trust deed required. She mustn't sell on to you for at least 5 yrs (as discount repayable during that period).

You MUST get proper legal advice (ie proper solicitor, not Messrs Unknown Cheap & Nasty legal services from Back of Beyondshire).
