What rights do I have (if any) when someone parks infront of my drive. The kirb has been lowered and a white line painted.

If you live in Scotland you could seek an 'interdict' from your local Sheriff Court preventing this particular individual from blocking your driveway. You would probably have it granted assuming your driveway is legitimate and you had planning consent for it, as the law gives you the right to enjoy possession of your property and to repel others from encroaching upon it (subject to title conditions and other access laws). I also assume that this is a regular occurence perpetrated by a particular individual. Otherwise, I don't think there is a great deal you can do unless the council permit you to erect some kind of bollards.

What may be easier though (and I would suggest that it is), would be to contact your local council. They will most likely have passed a local Act where they can apply a fixed penalty to motorists who block a driveway that is marked and where the kerb is 'dropped'.

my neighbours have the same problem occasionally and they have had cars towed when their driveway has been blocked and that's with the car in the driveway too!!!
Pinkfizz's was very different as she didn't have a driveway or a lowered kerb.....
My neighbour had a similar problem and had a hinged bollard erected which made no diffrence.So he slashed all the tyres,and there hasnt been a problem since.
Your friend has a very proactive approach to problem solving, deepseadiver. I would advise he exhausts all legal options first though.
