rogue traders

I recently had some roofing work done by a roofer in the Federation of Master Builders. A day or so after they had finished and they had been paid, I heard starlings scratching around just as they used to do. I took my ladder and went up to have a look because these corner ridge tiles are hidden from view otherwise. They had not touched those old tiles.
I have asked several roofers and a builder to come and give me a quote for how much the completed work should have cost me so that I can claim the difference from the rogue roofer. I will also need a separate quote for any work that still needs doing by the company who is interested.
Only the builder is interested and he will charge me 35 an hour to assess and work out the costs. I will get my money back if I use him to do the required work. He is in the Trustmark scheme. Is there anything I need to be aware of by using this method of quotation. It seems as though the free quotation people won't touch this problem with a barge pole.
I have sought some advice from the Trading Standards. That is why I need a quote.
