If someone is renting a H/A property can the swap with some one who is privately renting?

Dont know but if I were the HA I would be very suspicious of using this ploy to get someone into a HA property.
I honestly don't think you can, I exchanged properties in September last year and it is quite a lengthy procedure. First both of you wanting to swap have to fill in exchange forms, then send to the landlord's. Then a property check has to be done, be aware that no repairs can be carried out for a year. Check with your housing association, but I don't think you can because of assured tenancies Etc..
I mean you could with everyone's consent

A has B as a landlord and C has D, so A has to write to D and say can A become a tenant, and C has to write to B housing assoc and apply

and then move.

Can A and C just do it overnight [swap I mean], and B and D wake up and say oh you're paying the rent now are you ?

No of course not, rental agreements arent assignable like that.

Thank you for taking the time to answer. I'm still a bit confused [this is for my brother, not me...I'm quite happy where I am thank you very much.....lol]. This is not a scam....just the simple fact that they would be better off with each others properties. Anyway, like I said, thanks for your help.
Isn't there some sort of criteria for renting a HA property?

eg. I can rent privately, but am not entitled to a house from the HA...
