I'm surprised an insurer paid out for decorations on a contents policy. If the housing assn. is paying for the decoration work then they should be entitled to the money, but they may be getting the cost covered by their buildings insurer. Talk to them about it.
Usually one insurance company talks to the other. That's what they're paid to do. After both parties, in your case, have assessed the damges. % to % of responsibility of insurers = based on you/rs and the housing association % of ownership of the property.
So, basically..... how much of the house do you own? and why didn't you want it re-decorated?
