Sueing / compensation

I have written a letter cancelling a service - it is only 30.00 but they are refusing to refund me. I have sent them an email (without prejudice) explaining that I would like the refund. I have stated in the email that if they do not pay I will write by recorded delivery giving them 7 days to pay and if they still don't then I will take it further.
Question is - when I write the recorded delivery letter can I claim the time it has taken me to do it and associated costs of posting - eg 35.00.
If I later take it to court, I understand that I can claim the 30 with the court fees, but can I charge them more than that - ie time / effort
