waste dropped on highway
when farm contracters are hauling farm waste (muck)
in huge amounts do it have to be covered, and when it is dropped on the highway who clears it up?

I reported a similar thing last year as the road on the way to my sisters was covered in mud from the farmer and was wet and slippy. Nothing ever happened they said they would send someone out to look, but it was never cleaned up. However if it is something which is bothering you and others I would keep on at the Highways department to do something about it. Unfortunately a lot of the time farmers seem to be able to do what they like and not be pulled up on it.
The Farm contractors have a responsibility to make sure the roads are left in a reasonable, safe condition, ie. any muck should be cleared by them. If they don't clear it then Highways have the right to do it and charge the contractor.
Anybody using mechanical equipment on public roads has this same responsibility.
