Now that I am no longer a UK resident, can I drive in the UK with my foreign license during my period of disqualification?

No, you are banned. lol
If you are banned in the UK the ban is not valid abroad so you can drive anywhere else in the world.I know this as an ex of mine was a motorbike dispatch rider and a couple of his collegues were banned over here & went out to Australia to work for the period of their bans.Therefore I would think that if you have a foreign licence it would be the same over here but dont find out the hard way,ask the police!
