Ways and means ?

I was sitting my security SIA course when someone in the class mentioned the ways and means act. Has anyone else ever heard of this and could you explain what it is ?

"Ways and Means" is not an Act of Parliament - it refers to the provision of revenue to meet national expenditure and to forward the objectives of economic policy, principally provided by the imposition of taxation.

However "The Ways and Means Act" is a fictional statute quoted by the police or security forces to justify their actions vis-�-vis "if you have a way to get things done, the means - legal or not - are justified".
