If a bailiff is collecting a debt from a man who lives at a house but does not actually own the house and does not own anything inside the house, does the bailiff have the rights to enter.

If the person in debt resides at the address then the bailiff does have the right to make contact but as usual not the right to enter through forced entry.
We don't have bailiffs here in Ireland (well, not in the same way you do there), but didn't I read somewhere that the UK govt planned on amending statute to allow bailiffs gain entry even through forceful means??
Yep, i believe this is something which is in negotiation. Does not sound like such a great idea to me, especially with so many bailiff terror stories already available. Not sure whether this has gone through yet or not.
