Payment for Ipsos / Dell survey?

Over a year ago, I completed an online survey conducted by Ipsos on behalf of Dell with the promise of a �20 incentive, which I'm yet to receive. They respond now and then with excuses about losing addresses, system problems, whatever, but they do at least admit that they owe me the cash. It's not a lot of money but it's the principle. Did I enter into a contract with them by completing the survey? Can I threaten them with legal action? Is there a way of speeding them up?
