We have a car that resulalrly parks for days on end in a passing place on the very small lane that we live on. This means that instead of traffic being able to get by in this spot - cars have to reverse up or down the lane for severla yards which - not only is avery dangerous manouvre but also an easy way to form a bottleneck in a road that is very prone to blocking already. What can we do?

Firstly, it is possible that she does not know that it is a place for cars to pass and thinks it is just a lay-by. Strange, I know but nonetheless true. So I would first leave a note on her windscreen pointing out that she is causing an obstruction and please park elsewhere.
What makes you assume it's a woman MIB?
contact the highways agency/local council and ask them if it is legal for this car to be parked there. You may find that if this is a passing place then the road is a clearway and cars should not park there.
let the air out of two tyres.

And do it again when it's next parked there.
Hmm, good idea Whickerman.......that'll ensure that the car can't be moved then!
