encroachment on front garden

Hello have a friend who lives in a council house and next door have bought there house,recently they have started digging up the entire front garden and the builders have started to make a ramp for a scooter buggy access,
(first) point is they have come over onto my mates side of the dividing white line inbetween the terraced houses tacking up about 6 to 12 inches of land stretching over about 15foot long and,
(2) do they need planning permission as mate has not seen any plans etc.
mate has sent email to local council but does he have a case? what wiil happen?

No the neighbour or his builder cannot come onto the friend's land to do this. There is a legal process called the Party Wall Act that can be used to make arrangements for a neighbour to gain temporary access during a construction (to put up scaffolding for example). But next-door has clearly not used this since your friend would have to have received a letter advising him that they proposed to use this.
It is most unlikely that they need Planning Permission for this type of structure.
The local council (as owner of the property) should take this matter up with the neighbour, as he appears to be trying to grab land.

Thanks mate.What they have done is come over the line into mates gardenabout 6 to 12 inches.surley will have to be knocked down and restarted?
