Unlicenced, unregistered, untaxed car parked outside.
I live in a block of flats which has parking spaces outside. There are a group of students who live on the ground floor who have an unlicensed, unregistered, untaxed (and probably unisured) car parked permanetly outside. They occasionally drive this car (onto the main road). The police have been informed but they keep doing this and although they have a sign in their car window saying "awaiting registration documents", they keep driving about. There are a lot of old people living in the block and they are boy racers and race this car very fast in and out. They have almost knocked me over once. What can I do to get this car moved or at least get them to have all the legal documentation? I resent them taking up a valuable parking space when they are not paying any form of tax. Thanks.

If it's not private land then report it to the local council, who will more than likely come round and take it away.
I reported a car, whos tax ran out 3 years earlier, which belonged to a bloke with 3 other cars and this one using up precious space could have easily been parked in his garage.Tte council came round a few days later and towed it away, no questions asked, it just went!

The parking spaces in the flats are private property and therfore do not fall into the road traffic act for tax, and mot, or insurance. However if the vehicle is being used it is required to have insurance in a public place (any place where the public have access). As soon as it enters the road they are committing road traffic offences. The problem is the police can only do something when they have seen the act.
