Can anyone tell me why there are 11 members of the jury for this inquest. Shouldn't it be 12?

Coroners juries can consist of between 7 and 11 people, so 11 is the maximum.

This is not a criminal trial, where 12 is the usual number of jurors.
So that there is not a 50:50 split.
