Download the document 'review of guidance on hedge height and light loss' from the above link and use it to perform some calculations for your land - it isn't straightforward. It has to be a hedge - which means at least 2 trees.
The Local Council would have to take the case up under the Statutory Nuisance legislation. Some it it more readily than others.
Read the link provided by teagirl' So much will depend on the indervidual circumstances,the existing height of the trees and how/if it effects your property.From my experience there must be a continuos row of evergreen trees as in a hedge,not isolated examples and their height must adversly effect the enjoyment of your garden,ie casting too much shade.
