publican and personal licence
my friend has an 18month conditional discharge for being in possesion of amphetamine which she took as a dietry supplement...will this stop her from getting her publicans licence and personnal licence

If you mean a premises licence, convictions will have no effect on her ability to become the owner or proprietor of a licensed premises. As to the personal licence, she would not need one unless she was intending to be the Designated Premises Supervisor, which she can always employ if need be. An application for a personal licence need not be a problem, its only if the police, who are consulted, believe that it would be a problem. The matter would then go to a hearing of the Council where she can state her case for consideration. Its not always a difficulty.
