Fair rights DVD usage.

Someone I know says that he wants to use a small clip from a store bought DVD on a web site. Is he allowed to take two clips that are about ten seconds long directly from a DVD and post them on a web site?
He tells me that he has the technical skill to do this but what exactly is the law?
I don't want him to get into any trouble.

no,he is not allowed to do this without the permission of whoever owns the copyright,if he does it without permission he could be sued for a lot of money.

No he isn't We don't have 'fair rights usage' in the UK, and it wouldn't be applicable here in any case.

At the best scenario your friend would get away with it. If he was caught the copyright holder could ask it be taken down - and take legal steps to make him do so if he refused.

There could also be a financial penalty

This constitutes plagarisim and copyright theft.
you could contact the author and requets permision to use the clips. Also stating you will show the true authors name as the
legal owner.
usually they will give permission, particularly if free publicity is involved.

Also look up intellectual copyright.
