How do you go about changing a Village into a Town?

We are a Village with a population well over the 3,000 which europe only reconise as a village, so we are not able to claim any grants available to improve the area, our Village is classed as the largest in the UK, What do we need to do to change our Village into a Town?

Our village has a population of 13,500 with a parish council, so I can't see you as being the biggest in the UK by a long way.
And a town council will generally have more than one ward, to which local councillors are elected. Unless, that is, it is a village parish council that decides to call itself a 'town council' (which it is entitled to do), and which will have just one elected group of councillors.
I also live in a village with a population of well over 3000.Wherever you live it is definitely not the largest village in the UK.
