not my fine but am i still liable to pay

good morning everyone i recieved a bailif letter last week for a parking fine which occured when i was not the owner of the vehical i got this confirmed by the dvla and forwarded the fax to them but i've now recieved another letter informing me that they intend to remove my goods as they dont deal with dissputes and that it should've been dalt with in court but i've never been asked to go to court the first i knew of this was the bailiff letter so can someone please tell me if am liable to pay this fine and where i stand with the bailiffs many thanks in advance

How did they get your address?. Lots of people can apply to the DVLA for the address of registered keeper of a vehicle via the reg plate. So if were not the RK, how come they found you?
A bailiff can only serve a warrant of execution to seize goods if you have had a court judgement made against you and have not paid the monies due.
Have you changed address recently or changed ownership of the vehicle?

I found out today from the bailiffs that northampton court passed my details and case onto them as i didn't pay the courts but i recieved no letters from the court or council informing me of any fine i dont know where the vehical was parked as i wasn't the keeper the first i knew of any parking fine was from the bailliff letter. the baillif's have aknowledged that i wasn't the keeper at the time of the fine from the dvla fax i forwarded but as a warrent was issued for me and they dont deal with dissputes that i am still liable to pay so i dont know what to do thanks for your advice so far if anyone can help me a bit more with this extra information many thanks in advance
'Proper' parking fines are handled at the Traffic Enforcement Centre (TEC) in Northampton. Though be aware that many private parking contractors (aka scammers) use addresses based in Northampton to lend credence to their illegal demands.
If it turns out that there is no court judgement against you then the people sending these letters are committing crimes and should be reported to the police and OFT.
