I'm not sure how much time you've spent researching this but I've just done a google search on Citizen Focused Policing and found lots of good articles. There are home office sites and case syudies.
I have no knowledge of policing but I reckon that by spending half an hour going through these sites I could come up with the outline for a good presentation... but I think you'll gain more by doing it yourself
