Flight Refunds

I recently applied for a refund of flight taxes on a return (UK internal) flight to Birmingham. The taxes amounted to approx 50 but I've read elsewhere that the airline will deduct a 25 admin fee per flight. Their terms and conditions say they will deduct a 'reasonable administration charge' but if it is 25 I wouldn't call that reasonable as they have effectively taken my 50 (which they would have had to pay to the Treasury anyway had I taken the flight). Not only that, but they will have had this money in their account for some 6 weeks earning interest!
Has anyone tried to challenge these 'reasonable charges'?
