New "free" pension

Someone mentioned today that if one was born before 1949, and is not entitled to a pension, that they could now receive a small one, I'm not talking about the married women's one. I think it's a cheek, I had to work for a while for my pittance.

This appears to be a statement not a question.
If it was a question, I think there is no such entitlement to a pension.
