Yeah, same here. I just opened it hoping whoever posted could throw some light on it, but you are in the dark as I am.

While 'commuter omnibuses' and 'emergency taxis' have helped to solve transport problems in some African countries, they've also added to pollution and congestion, since their carrying capacity is significantly less than stage buses (resulting in more vehicles on the road).

There's no single reason why they couldn't be introduced here but a mixture of legislation, normally applying to buses or taxis, would need to be considered. (e.g. 'construction and use' regulations, insurance, driver screening and training, etc). Local authorities would be unlikely to welcome them, since they don't fit well alongside the mass transit systems (such as new tram and suburban rail services) which are being introduced into many cities.

Sorry guys, Buenchico's interpretation is correct.

I don't really understand that answer though. Is it that they're almost "too good" - i.e. they discourage walking and waiting for more environmentally friendly alternatives?
