My friend has had vehicle access to the rear of his house for 31 years . The access is across a field and through some rented garages owned by the council. The council has now decided to fence off the area denying his access does anyone know if he has any rights thanks

If there is a legal right of way for your friend they cannot obstruct it, if not and if they have not accrued a right (usually 20 years) then no.

Check the title deeds to see if a right exists, you can download them here...

If one does then make the council aware.

If not then speak to a legal advisor about trying to get an easement (right of way) registered.
