I believe not - certainly the HC drivers will take a very dim view of anyone else taking their space, and a warden or police officer would certainly move the vehcile on.

non hackney driver occasionly do this , in Cranboune court , by Leiecester SQ , london ..... WC2/WC1 , but they are promptly ushered of ....

No they cannot although the law which determine the offence may be different depending on where you are in the country.
