parking in resedential areas

i live in a property which belongs to a housing association. We have been having quiet alot of trouble with people parking thier cars on both sides of enterence as you come in to get to our houses. i have a disabeled daughter and my next door neighbours also have a disabled child and we have been trying for over three years to sort this problem out . my housing association have contacted a clamping firm about 3 months ago and things got abit better but to day we was informed that the dive way to our houses is adoptive land maintained by the council and that the clamping firm has to cancel this arrangmant so we are back to square one is thiwer anyone that could help me with this because it is difficult when my daughter comes home and her transport cant get down and i have to take her wheelchair on to the main road to get her of and this alas happens when it is sometimes raining so if any one can help that would be really good

The box says disabled only inside it. I'm not sure of the legal status of such an arrangement but it generally discourages others from parking in them.
Is it an entrance to a cul de sac or estate or similar?
If the road is being adopted, could you speak to the council about putting measures in place to stop obstruction.
