i am thinking of holding a party, i am allowed to charge admittance to cover costs of room? is there any legal side to it?

Yes there is. It depends if the money you raise is ONLY for the expenditure, such as room hire, and you are not making a profit. This may mean that you do not need a premises licence. Do you know everyone present and are they all invited or other members of the public? Wil the event be advertised? I salcohol involved? Check with your local authority licensing department.
No underage smoking or drinking
