As a provisonal licence holder if i am insured on my partners car and he has passed his test 3 years and over 21 can i drive his car with him.
and can i carry passengers

Check the policy.

All motor policies vary and you need to check the details. If you are insured there is usually no restriction on carrying. passengers, but you must be supervised by a qualified driver.
Why do you say "If he agrees?" There is no restriction on provisional drivers carrying passengers. If ma nephew and I were in ma car and he were driving wi a full licence, I could say no to passengers, the fact of having a provisional licence does not matter.
Corby - I meant if the main policy holder agrees to having the learner on the insurance policy and driving the car.
