Can an individual apply for an ASBO to be initiated?

My daughter & 6 year old Grandson are subjected to vile verbal abuse, mainly in the warmer weather, from an elderly chap in a Council bungalow who lives opposite to them. We have been to the Council and the Community Police Officer but when they've called he's denied it but both agencies say he seems to have an untreated mental condition. We have managed to catch his rants on the mobile phone & a phone video of him waving a screwdriver (pretty large one!) at them but apparently it's not enough for them to take action apart from telling him not to be silly!. He also screams abuse at youngsters outside on the pavement when they're passing & we're worried for his own safety yet alone that of my daughter & grandson.He won't tell who his Dr is so the Council say they can't suggest the GP visits to ascertain his mental state. At the moment he's staying indoors because of the cold so it's not so frightening for my daughter. Does anyone know who else we can turn to either to get him to stop this behaviour or get him the help he so obviously needs. I'd be grateful for any sensible advice please for what is a sensitive matter.

Being a caring person for my immediate family & those in society that are at risk themselves ( I'm concerned that some hot head may think it "fun" to smash his windows, hammer on his door or whatever) then Zacsmaster I want it both ways! Thank you for your input docspock but apparently when the police contacted Social Services they were unable to help as he wasn't known to them! No win situation there it seems! They've been directed to someone obviously in need of their help but as he's not on their Register or been referred by his GP then they seem unable/unwilling to help.
