How do you help get someone a pardon

I heard that before President Bush leaves office that he will give a pardon to several people who are currently serving time ,If there are extraordinary reasons.How and where can I send a request .My father has been serving 16 years and was not fairley tried for several reasons.One being that the Judge that tried the case was kin to the victimbuy marriage !
