My friend has been a tenant in his flat since October 1976 and his Housing Association now wants to increase his rent by just over �20 per week from �73.80 to �94.50 Can they legally do this?

Yes, they can, provided they give sufficient notice in writing (usually 28 days) of their intention to do so.
