Selling scans

On my computer I have recently scanned a graphic novel 'The City' by James Herbert and Ian Miller that has been off the print run since 1993. I would like to sell it cheaply online as a word document because originals are rare and sought after and can reach over �100 on ebay, It is not a money making idea as such just a way to let all James Herbert fans get a chance to see it. Is this legal?
