if it is in her contract, then there is not much she can do really. Does becoming old mean you can't read anymore then? I would imagine the best she could do would be to offer to pay over a longer amount of time
How long has she had the phone with BT?
I worked for BT for over 30 years and they never had any penalties for changing suppliers. Has she just been connected and then changed - if so they will be asking for the balance of the minimum terms rental.

It's because she would have been contracted to a minimum of 12 months when she moved to BT and she is in breach of that contract.

This is standard and lawful
"Cancellation and moving home

You can cancel your order, free of charge, before we have provided the service. If you cancel your order after we provide the service you will incur an early termination charge. This charge will be based on the outstanding minimum period of your 12 or 18 month term.

If you move home within the UK, and let us know at least five full working days before you do so and in line with our home mover policy we will continue to provide the service at your new address subject to our home mover policy and paragraphs 5 and 6 of the BT Telephony Services price terms. If we continue the service at your new address your phone line will be subject to a new minimum period from the date we provide service at your new address. If you have a special offer or deal on your phone line, this term will continue at your new address."
